Indonesia’s tourism sector is showing signs of recovery after a year of lockdowns and travel bans due to the COVID-19 pandemic. In May, according to National Statistics Indonesia, the country recorded a 9% growth in tourist arrivals, with 945,590 visitors. This is more than double the number from the same period last year. According to Outbox’s latest SEA performance May updates, this is also the highest growth rate in the area.

International events spur tourism growth

The increase in foreign arrivals to Indonesia in May can be attributed to the hosting of international events such as the ASEAN summit. The summit was held in Labuan Bajo, a popular tourist destination in East Nusa Tenggara province, and brought together leaders from 10 Southeast Asian countries and representatives from China, Japan, South Korea, Australia, and India.

The event highlighted Indonesia’s potential as a regional center for business and diplomacy, as well as its natural and cultural attractions. Labuan Bajo is famous for its scenic views of Komodo National Park, home to the endangered Komodo dragons, and its beautiful beaches and islands.

Top source markets/regions

Despite travel restrictions in some countries, Indonesia has still been successful in attracting visitors from its neighboring and regional partners. Malaysia, Australia, and Singapore remain the top three source markets for foreign arrivals in May, as they have been for the previous two months.

Source: BPS – Statistics Indonesia

Indonesia’s top 5 source markets include Malaysia with 17.20% of total arrivals, followed by Australia with 12.24%, Singapore with 11.98%, China with 5.71%, and India with 5.38%.

Source: BPS – Statistics Indonesia

In terms of regions, ASEAN is the key region for Indonesia, accounting for more than 46.6% of total arrivals in the first five months of 2023. Europe is the second key region, accounting for 20.8% of total arrivals, with a uniform distribution among markets in this region. Oceania follows, accounting for 16.4% of total arrivals to Indonesia.

Indonesia sets a new target of 8.5 million foreign arrivals in 2023

The positive results in May indicate a gradual reopening of Indonesia’s tourism sector, which has been severely impacted by the pandemic. In the first five months of 2023, the country received only 4.12 million visitors, equivalent to 70% of total arrivals in 2022, reaching 56% of the 2023 target. Nonetheless, Indonesia’s tourism ministry is hopeful that the situation will improve in the second half of the year as more people are vaccinated and more destinations reopen to international travelers. The ministry has increased its target for foreign arrivals in 2023 from 7.4 million to 8.5 million.

To promote Indonesia’s tourism products and services, the ministry has launched several initiatives such as digital marketing campaigns, online travel fairs, virtual tours, and travel bubbles with selected countries. These efforts aim to help Indonesia regain its position as one of the region’s most attractive and diverse destinations.

Indonesia has recently announced that it will be revoking visa-free entry for all countries except for those belonging to the Association of Southeast Asian Nations (ASEAN) comprising Brunei, the Philippines, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand, and Vietnam, and Timor Leste. This means that citizens of 159 countries and territories who were previously eligible for visa-free entry will now have to apply for a visa before traveling to Indonesia.

The decision to halt visa-free entries was issued by the Ministry of Law and Human Rights and is now in effect. According to the ministry, the suspension aims to mitigate potential risks associated with individuals entering the country without proper scrutiny and documentation.

Intra-ASEAN travel, however, continues to remain visa-free. Visitors from any ASEAN country can stay in Indonesia for up to 30 days with a confirmed return ticket. To extend their stay, these visitors can choose from the types of immigration visas that Indonesia offers, such as e-VOA (Electronic Visa on Arrival), Visit Visa, or Limited Stay Visa.

The reason behind this suspension is to address concerns about public order disruptions and the potential transmission of diseases from countries that aren’t certified as disease-free by the World Health Organization (WHO). Thus, the number of policy recipients has been reset to accommodate the same.

This change in policy is likely to have an impact on tourism in Indonesia. It remains to be seen how travelers from non-ASEAN countries will respond to the new visa requirements.

Indonesia is a popular tourist destination known for its beautiful beaches, rich culture, and diverse wildlife. The country has been working hard to promote tourism and attract visitors from around the world. The decision to revoke visa-free entry for non-ASEAN countries may be seen as a step back in this regard.

However, it is important to note that this decision was made with the safety and security of both visitors and residents in mind. The Indonesian government has a responsibility to ensure that individuals entering the country are properly vetted and pose no threat to public order or health.

It is also worth mentioning that this suspension is not permanent. It is possible that visa-free entry will be reinstated for non-ASEAN countries once concerns about public order and disease transmission have been addressed.

In conclusion, Indonesia’s decision to revoke visa-free entry for non-ASEAN countries may have an impact on tourism in the short term. However, it is a necessary measure taken with the safety and security of both visitors and residents in mind.

Chinese tourists account for the majority of the international tourism market in Asian countries. However, it was not until January 2023 that China opened up to tourism. One month later, it announced plans to open tours to just 20 countries.

As of March 15, China will resume pilot group tours to 40 other countries, including Vietnam. This is good news and also a big challenge to Vietnam tourism. Vietnam should learn from some neighboring nations which successfully reached the target of international tourists.

In 2022, Thailand, Indonesia, and Singapore were the top Southeast Asian destinations for international visitors. They welcomed a significant number of international tourists, which exceeded the set target thanks to remarkable changes.

Thailand

In 2022, Thailand planned to welcome 8 million international tourists, and the result reached 11.8 million. These tourists spent about 500 billion Baht (around 14.4 billion USD), an average of 50,000 Baht (equivalent to 1,442 USD) per person.

To attract international tourists, in September last year, the Tourism Authority of Thailand (TAT) implemented a new visa policy. Specifically, citizens of countries and territories that are granted a 30-day visa exemption will automatically extend it to 45 days, from 15 days to 30 days. The policy is applied from October 1, 2022 to March 31, 2023.

In addition, Thailand also boosted short-haul flights and exploited neighboring markets. The short-haul market accounted for 67.6% of the total 11.8 million foreign arrivals in 2022, equivalent to 7.98 million, excluding Chinese tourists.

Indonesia

Indonesia welcomed nearly 5.5 million international tourists in 2022, an increase of 251.28% compared to 2021. It was much higher than the target number of 3.6 million.

The government of Indonesia relaxed visas and medical regulations to attract foreign tourists. Indonesia also decided to issue 5-year visas to foreign tourists staying here without paying taxes if they do not earn money within its territory.

The country also promoted international flight routes. Indonesia has successfully turned itself to one of the most attractive remote working destinations for employees of global companies.

In particular, the government also changed its strategy to sustainable tourism, transforming from 3S ‘Sun, Sea, Sand’ to ‘Serenity, Spirituality, Sustainability’.

Singapore

In 2022, the number of international visitors to Singapore reached 6.3 million. This number surpassed the government’s forecast of 4-6 million visitors.

Singapore achieved the set goal thanks to its strengths in MICE tourism, advanced technology, new experiences, architectural works, as well as welcoming up to 465 new hotels last year, etc.

Moreover, the country also hosted many big events and programs such as Singapore Airlines Singapore Grand Prix 2022, Hell Museum at Haw Par Villa Cultural Park, Ice Cream Museum, “Avatar: The Experience” at Gardens by the Bay, Wellness Festival Singapore,… Singapore has also become the first Southeast Asian country to host the Tour de France Singapore Criterium sports event, attracting a large number of international visitors.
